Project – Pan London Children in Care Council


The impact of COVID-19 on young people who are care experienced has amplified the urgency for greater resources and support around emotional health and wellbeing for young Londoners who have been in care. As such Partnership for Young Londoner is facilitating the Pan London Children in Care Council, developing work in partnership with the GLA, ALDCS and health putting young people’s views and needs at the core of decision making.


The key aspects of this job will be to undertake:


  • Outreach engagement with Children in Care Councils across London

  • The facilitation of the Pan London CiCC

  • Attending meetings with key leads from the GLA, Health, London Councils among others

  • Youth led research and youth voice sessions with diverse groups of young Londoners

  • Ensuring that the approach has a targeted focus on the needs of young people from minoritised groups


Post: Youth Outreach and Participation Officer - Partnership for Young London (PYL)


Accountable to: The Youth Engagement Lead


Location: Working from home initially and depending on Covid-19 we will go back to the office at the Guildhall, London


Hours: Part time 17 hours a week on a flexible basis, Monday to Friday


Salary: London Living Wage @ £10.85 per hour plus 8% pension contribution


Contract: 1st October 2021 until 31st September 2022


Principal duties:


To raise the profile of the needs of young people from diverse communities in London and their experiences of being care experienced. Ensuring that their voices and needs influence policy and the responses needed from key agencies. This will focus on expanding the existing Children in Care Council, supporting youth-led research and campaigns, gathering data and insight about the impact of Covid-19 on young people who are care experienced and the support they want in the future.


This will be achieved by:

  • Developing the youth engagement work for this project with all London Boroughs

  • Facilitating networks and training sessions with young people to gather their views and ideas for the future

  • Developing the Pan London CiCC platforms for young people’s feedback including research and influencing activities and make links with other key stakeholders

  • Supporting the Pan London Participation Network group sharing best practice across the region and developing collaboration



Main tasks:


Pan London CiCC

  • To support on the development of the CICC, planning and facilitating sessions and enabling all groups to access to the meetings

  • Creating opportunities for youth voice and engagement work including youth-led research

  • To help facilitate networks (initially online) with young people to gather their views and influence content, policy and practice

Communications & Youth Led Research

  • To develop the social media platforms for youth voice and youth-led research i.e. website, Instagram and twitter

  • To work with other organisations aligned to the ethos of Partnership for Young London’s work on young people’s voice and youth-led research.

  • To send out the mailing very three weeks to the Pan London Participation Workers Network on opportunities for staff and young people


Regional Voice and Influence

  • To attend strategic and operational forums and represent Partnership for Young London and showcase the feedback from the work

Partnership Working

  • To liaise with key groups on developing regional best practice on youth-led research and youth engagement

Reporting

  • To provide regular reports to the Strategic Director and Trustees on the work programme

This post is a 12-month contract with the option of being extended a further two years and will be offered subject to satisfactory references, DBS checks and a probationary period of one month.



Person Specification



Experience

  • Experience of working of volunteering with other groups of young people

  • Experience of social action or campaigning

  • An interest in gaining more experience in research and campaigning


Knowledge

  • An understanding of the issues facing young people who care experienced, preferably in London

  • An understanding of safeguarding with young people


Skills

  • Good communication skills

  • Website and social media skills

  • Able to develop networks and partnerships with other groups
