House of Lords Select Committee on Social Mobility has recommended the national curriculum stopping at the age of 14, rather than 16; and the ages of 14-19 being recognised as a single key transition stage. The 'Education the failing 40%' from the Royal Society for the encouragement of Arts, Manufactures and Commerce, discusses post-16 education, the report identifies: the numbers of young people who do not achieve five A*-C grades at KS4 are then again limited in their access to higher level qualifications at KS5 (Level 3), the majority of students achieving grades in low bands at GCSE mainly go on to attend FE colleges and schools with sixth forms, and to a lesser extent sixth form colleges, have far higher rates of intake among higher achievers at KS4.

This also has a knock on effect on opportunities available to young people so they can reach their potential.�44% of young people were concerned about rental costs when asked about their housing prospects, the same percentage suggested mental health was their biggest concern.

A report published by Impetus explains how �low numbers of disadvantaged young people are failing to achieve Level 2 qualifications in English and maths by 19. The majority are not progressing towards a Level 3 qualification, or beyond � to university, an apprenticeship, or a job.�Also post-16 education and training is not supporting disadvantaged young people to catch-up and attain these key qualifications and therefore gain the skills they need to progress into sustained education or employment.
